These guys are wearing the Mirandese Kilt from Miranda do Douro, northern Portugal (Gallaécia). They're called "Pauliteiros". Pauliteiros are practitioners of a war dance characteristic of the Lands of Miranda, called "dança dos paus" (stick dance in english), representing local historical moments accompanied with the sounds of the bagpipes and drums.
